Mastery Badges missing in load screen / Unable to emote

During my last ranked game (occurred approx noon CST on 4/6) during load up, no players had mastery icons displayed. I play Sion support frequently and have mastery 7 unlocked for him, but it did not display. All of my team had their silver/gold/plat borders displayed appropriately. When we got in game I tried to emote the mastery badge, did not work and said I needed to unlock it for this champion. I then mentioned the issue in all chat and everyone had the same issue.
