[Leavebuster] Is this system even working?

I never, repeat, never leave a match. I have never in the few years I have played EVER dodged a match. Not one time. Why is it then that I am constantly placed with people who dodge. Every single match starts out with 3-5 dodges just to get a game started. Granted, from there, I don't get many AFK players in my matches. But, is there no system for people who dodge in the team select? Is it just the standard punishments? Is there no "dodge" island for players that dodge all the time. I thought they were part of the "AFK Island" people, but apparently not.

Getting really tired of having to go through 5 min of champ select just to have someone dodge at the very end and getting REALLY tired of how often it happens.
