between the lack of information from riot, and getting honor almost every game but only progressing to 1 out 3 at dishonored level, im guessing the system is designed so that it takes months if not years for someone with rank 0 honor to get back to rank 2. you hand out punishment like candy but reforming is rewarded with extremely limited feedback and progression. wp riot, following the footsteps of american penal system, fermenting toxicity.
