you can't parent your players forever. you are trying to parent league players in a game where the players are constantly put into high pressure situations. you dont have the means or knowledge to do so properly, in a none-toxic/healthy manner. you either admit you cant do it and completely restrict chat, or dont do it. if you truly want only positiveness and game related information in chat, make it like hearthstone, or the current emote system, have players choose from a selection of positive quotes for each individual situation of the game. no need for a whole punishment system that doesnt work, but still being insisted by riot employees that is actually does what is "intended", instead of what it is actually doing for the game, which is to help increase toxicity and increase revenue. i guess in a way thats working as intended.

reality is, you dont respond to trolls and inters, its not worth the time and effort. mute report, move on. also reality, that doesnt happen often, people have their own minds, life, etc to deal with. to really "fix" the toxicity problem, either turn chat into the hearthstone system, or add more incentive to be positive.

Okay so Mr. Contrarian Aerowaffle here has really taken this conversation towards a very minor and really irrelevant direction with his comment. Lets refocus here: the point is, the system currently in place is not bettering the issue of toxicity, in fact many would agree with me if I were to say riot has worsened the situation in the past few years. So what I'm saying is, riot has left the sensible players with really very few choices to deal with the issue of toxicity in a healthy manner, since reporting and taking part of the conversation and even contributing to their punishment system (unless it is against the worse of the worse, people who clearly cares nothing about the game, only here to troll) is really just two side of the same coin, as far as toxicity goes. Right now, to not be caught in the cancerous environment that punishment system has created, is to just mute and play the game, don't take part in the conversation of what is justified and what is not according to the rules, and ignore both sides of the argument. Then the question is, why is the environment so toxic. Well, its because riot has somehow managed to create a narrative in the past years, ever since they've "tightened" their standards against toxicity, that somehow all of this is towards a noble and righteous cause, to create a gaming community without the toxicity you see in "other games". And in this land of rainbows and unicorns, everyone who is following the rules are a responsible and noble human being who is capable of handling themselves in the face of adversity, who is worthy to be a part of this amazing community. Subsequently, anyone who is not following the rules set forth by riot is scum, the cancers of this community and they must be removed by any means necessary. So whats the problem in all of this? The problem is, the narrative has no end, there is no promise land freed from toxicity, yet that part of the community that believes there is, have so much faith in this narrative, and themselves, that anyone whose existence could potentially burst their bubble, is crucified. And because they are working towards a non-existent reality, or rather, a reality that simply cannot, and will not exist, they will continue to clash with the others who disagree with their ideology, who stick out like a sore thumb in their perfect world. That is why I say, if it really the end of toxicity riot wants, remove the current chat system, replace it with a selection of quote, much like the emote system currently in place, and stop with the endless cycle of toxicity that is being worsened year by year with riots punishment system.
