Now that we can see teammate honor levels on pregame load screens...

is it time to update the percentage of players who have been punished on the tooltips?

I queue ranked in the bronze/silver range regularly. Now that I can see teammate honor levels, it's crazy to see just how many players with 0 or 1 honor I'm matched with. It seems like an average of one on the team in most games, some games there's even 2 or 3 guys on the team with honor below 2. This also begs the question, why is Rito effectively name and shaming these players by displaying this? I thought they claimed to have a policy against that sort of thing.

To me this is just more evidence of the current honor system's failure to control toxicity in the playerbase. Things like this just fuel toxic behavior.

Wait, loading borders display honor levels now?

? We could see honor levels if they had high enough honor and were recently honored anyways.

Is this a recent change?

If you’re referring to “flairs”, those only display when the person was honored in their previous match. Lack of a flair doesn’t mean somebody isn’t honor 3+.

I can't check atm, either, but last I saw, I thought is was level or rank. Honor wasn't an option.

I don't think so. I could be wrong..., but I highly doubt that your interactions with a couple hundred players appropriately reflects a change in statistics regarding the millions of people playing League across the world. Additionally, if your hypothesis is correct that there are more honor 0-1 players than 2+, that inherently means more people are getting punished ("controlled").

As for whether or not the added feature adds to toxicity... I mean, can any of us really say accurately whether that is the case or not?

K den, i checked it now. Sure, it was on practice mode, but it did not show my honor level.

If you flip the card of the person it shows the honorborder around their summoner icon. Like if you flip mine it shows honor level 2. Unless I choes to show my ranked level insted. That is what the op is talking about.

It's because Riot's discipline team works in an echo chamber and has completely lost touch with its user base. It's the sad fate of every successful company. Eventually the success gets to their heads and they think every decision they make is right, without thoughtfully testing them or listening to their users pain points.
