So why is it alright to TROLL because its just NORMS?

Cant say the name I know and I did report him. but more than likely riot wont do anything to stop this person at all. Playing on a smurf account which isn't bad, I am just having a 1TP account. leveling up maybe teach some new players some tips while I play (granted I'm not that good, but I'm not gonna shit on them and bad manner them)

Here is what I get though. A platinum player in with a bunch of around lvl 24 who just doesn't care and wants to fuck us over. We are in DRAFT mode. so your assigned a role. he went Evelynn jg with smite and took our jgs farm as much as possible and denied him farm. He said and I quote "Its norms who cares."

where does this mentality come from that makes it acceptable? Why can't you be serious about practicing a role in norms without having people who wont even go their role. then try to turn the team against one another and say that the jg is trolling not him. this game the adc and jg were duo so we could tell. But why is it okay for this? and why does riot just let it happen?

Let me guess

BECAUSE ITS NORMS

Personally, I feel more freedom to experiment in norms. But what you mention is more not attempting to win.

If he was assigned a role in draft pick only, it is considered trolling to either spend a considerable amount of time outside your assigned lane (especially early game) and/or abandon it altogether for another role. Thus, you reported him accurately, and Riot should take action. Since trolling cases like these are frequently manually reviewed now, it may take a few days, and you almost certainly won't get a notice when they're punished. But you did the right (and almost the only thing you can do) thing by reporting.

Happy Summoning!

It's not okay to troll. They use it as an excuse. Trolling is reportable :)

Basically players under the assumptipn "i am better than you so i can do what i want" as a troll is reportable indeed.

It is a reportable offense to troll in norms. It's not reportable that someone goes with a weird pick and tries to win. Role stealing in a draft pick, is punishable, so I hope you reported.
