Should I be allowed to report someone in the champion select screen?

So I just queued into a game, and in the champion select screen, I was given mid as my role, which I ranked as my first pick. The first pick asked if he could mid instead, to trade to go top. Top being my worst role, I politely told him as such and that should have been that. When it came to selecting champions after the ban phase, he picked my champion that I had intended to play, put his summoners as flash and smite, and then told everyone else in the game that he was going to feed and that he didnt care. We tried to reason with him, but all he did was laugh and say he was going to feed and then leave at the 10 minute mark of the game, thus ruining it for four other people. I dodged the queue and ate the loss of LP which if I had won would have likely put my into promo matches and I want a way to report him for it because someone who is queuing into the game and can ruin it before it even starts doesnt really deserve to go unpunished.

Such people almost always Dodge themself cause they dont want to loose so much lp either. Just wait and if it goes ingame and he does int you can Report him

And lose 20+ LP? Seems like Im the one getting the bad end of the deal, I wanted to win the game.

Back in my day, dodging wasn't punished. It was called team builder.

The problem with report at champion select is that people aren't actually doing much that is punishable. You can't punish on champion/ban/summoners. That leaves chat. I imagine chat will be a ghost town so no one reports before the game starts.
