It's like this: naming and shaming doesn't do anything useful. At all.
And even if it did, Mask of Priiide (fictional) is a flaming racist, Mask of Pride (fictional) doesn't understand how doorknobs work so he feeds every game, Mask of Prïide (fictional) doesn't eat vegetables, Mask of Prììde (fictional) has 15000 ping every game so his ganks do not help, ect, ect, ect. Even if everyone in every game kept meticulous lists of all the trolls in every game of every region, and kept up with every name change, the rate of false positives would be higher than the rate of true positives.
It's alright man, most of the time people don't even realize it's name and shaming and just were giving information or were trying to warn players. No one is going to hold in against you, let alone really remember that you even did it in the first place.
