Yes, bans from before the season won't affect your rewards.
If you get a ban for MMR Boosting you'll lose your Ranked rewards for the current and past seasons but you'll be eligible for the next season. If your ban is for anything else then you'll only lose the current season's rewards if the ban happened within 3 months before the season ends.

Yes you should be able to.
I would also recommened no longer giving Riot RP due to them being able to ban you any time they want and I would recommend creating another account so you can still play while under any future punishments.
