Player Threatens My Life and Gets Zero Punishment

I've been chat restricted for replying to flame from my team before, because I said they were acting childish and getting butthurt over off-meta picks. Now I'm not contesting this, because a chat restriction is a slight punishment, and I deserved a slap on the wrist after getting a bit too snippy with my team, although I think it's silly that after only two games of comments like this I got punished so quickly, and yet the people who flamed me were far worse in their comments and constantly complained about me in all/chat ended up getting off with the same or even lighter punishment. Despite the iffy circumstances, the punishment was completely justified, and an appropriate level for the situation.

What I DO have a problem with, is when someone tells me they are going to find where I live, r*** my mother in front of me, cut off her head, and shove her intestines down her neck, and that they hope the rest of my family dies brutally, as well, and they are merrily back to playing the game only a couple of hours after saying all this. That was the short version, by the way. And before you ask, this was in both game chat, and post-game chat. I muted them after a few lines of that, and after looking at post-game stats, came back to paragraphs upon paragraphs of vitriol, so it wasn't really a case of "lol just mute".

Like riot, do you really, honestly think that a 3-game chat restriction is going to "help reform" this kind of player? Really? This is a player who, just because my loading screen froze due to your terrible client and I loaded in around 4 minutes into the game, casually said they wished me and my whole family died brutally, and threatened to be the reason.

This kind of person is legit either too insecure/young to be online with other people unsupervised, or who is actually mentally unsound, and yet you say "now now, sport, don't be saying that, you get a 1-minute time-out for that one."

This guy actually threatened my life in probably one of the most graphic ways I've seen it, and he got off with a slap on the wrist, if that!

This kind of behavior should not be tolerated, and you shouldn't let this kind of person go on to more games just to "see if this kind of behavior continues" after he's been "flagged" by the system, because now you are subjecting your playerbase to the whims of someone potentially mentally unsound. I personally didn't feel unsafe afterwards, but that's because I've seen enough toxicity to have sort of an immunity to it.

But what about the average newer player? I've legitimately never seen this level of toxic in any game, despite playing ranked for several seasons now, and now players who are sort of new to league are getting exposed to it, all because you are incompetent when it comes to properly punishing these tools in your game.

They don't. Behavior like you describe is met with at a bare minimum a 14 day ban. It may also result in a permanent ban and potentially contacting authorities if Riot deems the threats credible. You are not going to be notified of the action taken against their account, because Riot is still bound by its privacy policy (the same one that applies to you).
