Riots failure to moderate chat and punish accordingly

Over the past 2 weeks i have run into a lot of players who are blatantly disrespectful and toxic. I have been playing league now for 5 years and nothing has changed. Despite all the effort and time Riot put into visually upgrading the Rift, Reworking classes and champions, they haven't fixed the biggest problem. Your average toxic player is one thing, but having people tell others to kill themselves, or to "sterilize", racial slurs, all of these things happen WAY TOO MUCH. Players are not being punished at all. Riot needs to implement a chat filter that punishes for certain phrases.
