no

So during my last 2 rank games, I had this Veigar who trolled and afk after our Ashe died (Ashe as support, he stated in our champ select stage that he will afk if she troll). This dude afk and avoid from being banned from the system by running around, pressed R to get some kills, took our jg camp, went back to base, and repeated this for 20 min or so. I reported and block him, thought that this is over, guess what, got queue with him the very next game... And this time he is worse, he intentionally give them first blood because our jg was late for 30 sec, 30 FKING SECOND... And then he died, and he trolled, and afk, again. Of course I reported him, but not so sure because as I'm typing this, he might be trolling and afk in someone else rank game right now.

Please if some Rioter is reading this, for the love of god do something, because the fact that you can avoid afk detection from the system by simply MOVING is really infuriating.

They think they can, but they don't.

They didn't simply move. By your own admission they were taking part in fights and farming.

How the fuck is the automated system supposed to tell they were afking? Submit a support ticket and ask for a manual review.

Define "working".

Does the system create money for Riot? Yes. Does the system prevent negative experiences? No. Does the system encourage positive behavior? I think so, but could do better. Does the system discourage negative behavior? I think so, but could do better.

The best I can recommend you to do is contact Riot Support here. We can't really 'promise' a Support agent will come here, see this report, and act on it, you have to report it in-game or through a ticket so the proper channels can look into the incident.

RIot doesn't ban people for occasional incidents. My irl friend who only plays a few games every 4-5 months just straight up calls ppl the n word and is honor level 5 still.
