why hasnt riot done anything about this

this is not my first time complaining and I keep reporting to but theres multiple occasions where I come across someone who doesn't say anything and into the match they just start roaming and feeding and then have been people saying bots which I find dumb.Then I have checked there last games as well and they constantly do the same thing*[slayer-jinx-unamused]*
