In this particular case, I believe it's an occasional unfortunate side effect of ensuring that players have incentives to follow the community rules.
It seems like it would make a ton of sense to implement this sort of forgiveness, but remember that it's hard to distinguish between someone quitting a game and someone's internet dying, for example. If there's a loss forgiveness, it encourages one of two behaviors.
1 -- Queuing up with buddies on expendable accounts to boost you, where the buddy quits the game if it looks like you're going to lose, ensuring you don't lose LP.
2 -- Players being rude and offensive to teammates to encourage them to leave a losing game. Imagine the "You fed top. This is your fault. We don't deserve to suffer for your mistakes. Just quit" sort of comments you'd see.
Instead, we as players have to deal with the occasional ragequit like this. It definitely sucks, but it's one game -- it's pretty easy to climb back up from one loss beyond your control every now and again, especially since for every game your team has a disconnect you should get about the same number of times that the disconnect is on the enemy team. Heck, if YOU don't disconnect, the odds are 5/4 in favor of the enemy having the disconnect!
