Repeated abuse that goes unpunished

I won't call out a player name (though if asked by a Rioter I can provide it), but I have to call something out I have noticed. There is this player I have noticed in Bronze ranked play. He almost always goes MissFortune, and in every game (4 total where 2 times he was on my team and 2 on enemy team) I have seen him he announces he doesn't want the support a support player picked (he says this whether it is a legit support or no). Then when the support doesn't give in to his demand, he says he will jungle and leave bot and afk. What he does is he will attack wolves then go back to base. I checked his game history and there are a HIGH number of games where he has no items and his level is 1-2 or sometimes up to 7-8 and the game has gone for 30 minutes plus. 10 of his last 20 games (and 2 remakes) were like this. His game history shows that he actually does well sometimes, but for some reason he has been doing this infrequently over a long period of time. I remembered him from almost a month ago and reported him both games (he was on my team then on the enemy team in a span of a few hours. The latest game he took over mid (as bot MF) on enemy team and their mid afked for remake. Their team called out his threats and asked for report. The next game I requeued and sure enough he was on our team and made the same threat and did the same thing. We actually won the game without him. My problem is that he seems to have found a workaround to not getting banned and trolling to get what he wants since this has been happening frequently. I have reported him each time and I am sure he has been reported before, but he is still doing it. I think he is gaming the system and knows how many games he can get away with. Is there no way to get this guy looked at?
