Trolls and flamers never banned?

It seems that games that i play where people troll, feed, or flame never result in them being banned. Back then, when i reported someone for trolling, theyd be banned and id get a notification saying someone you reported has been banned. Now, it seems that that doesnt happen anymore.
For example, a game i just played had a team that was queued up and obviously trolling me. In champ select they said they were queued, then one of them autolocked jg, a lane that i called and got. Then, in game, they made fun of my name, cracers, and called me "cancer." they spent the whole game flaming me, stealing my jungle camps, and telling the enemy when i was invading and where i was hiding. After reporting them, it seems that they continue to play perfectly fine and had no reprimandation, especially considering i didnt get a notification telling me they were punished.
