I think RIOT is pretty harsh on permabans IMO and I find it hilarious that this is literally on their support page.

That's why there are 3 punishments before perm bans. Also, that's why they allow you to make another account. How much more mercy could there be?
That quote fits pretty well. Haven't you seen all the posts from people complaining that no one gets punished? And then the lesser amount of posts from people who got permabanned? Kinda tells you that sometimes people get permabanned, and sometimes people get away without punishment. That's because Riot doesn't just permaban people right away after any misconduct. I believe you could call that mercy.
Where I come from....we call that hypocrisy lol.
That's why most people who get permabanned have prior infractions. They had their mercy, and they wasted it.
