Trolls, afks, flamers, and bots worse then ever in 2019.

Not getting a single notification for blatant trolls and people spamming racist, homophobic, stuff..... extreme swearing and typing all game instead of playing. going into detail how they will harm and violate my family. Ran into the same afks, trolls, and bots ive seen a dozen times literally in 3v3 this year. even in 5s norms or when i play with high elo friends flamers and trolls every game. i see them still feeding, afking, and trolling never banned. Has riot just blatantly given up on enforcing rule breaking and balancing matchmaking unless trolls mass abuse the report system for an unlucky single person? losing 80% of games to flamers, afks, and feeders. the few normal games of dozens i have its not even fun because it just ends up being a chore to play or one sided so they ff at 20
