Can I report a support who was never in lane and just roamed and split push solo?

I'm not saying a support roaming is a bad thing its just what is a support literally never comes to lane and spends the whole game roaming like a secondary jungler and then goes off to solo push lanes instead of grouping? (he was playing naut support with very little push power and he was basically our whole cc for team fights).

The solo pushing and not grouping I think is an issue but not the roaming. Even if he spends no time in lane.

I t's not against the rule to play unconventional games, if he was contributing by lane pressure he's still doing something, riot isn't going to be able to tell unless obvious trolling is going on. Leaving ADCs for dead isn't an offense tho XD Support main but I try to help ADs unless they are trolling or out right quit, other wise I make tactical roams during down time.

Support is supposed to roam.

Further down it says off meta picks are not punishable either.

If they never consulted with or got approval from the team to be a secondary jugler yes you can and it is actionable.
