No, penalties are not linked to a specific season, and they do not reset for a new season.
No, there is no reset especially in punishment. If you are still rescricted when the season ends you'll still be restricted and follow the tiers lost just the same. It would make no sense to do this as people would just flame/troll near the end of the season and by the time any punishment happens the reset would be made!
The only reason they reset chat restrictions last season was because that is when they changed the system to the 4 tiers of punishment we have now.
