Hextech and being "toxic"

So, After being chat restricted for 10 games, because I had a very bad few games in a row (where the entire 4 man team was pissy at me because I did not have ts to join them or w/e), I thought I would be able to get hextech. Guess what? Still cant get it. Im like ok, maybe after a few game s I will be able to. Still not eligble.

Only way for me to reform anymore, is to turn off chat completly. ONLY PROBLEM IS I CAN GET REPORTED FOR DOING THAT. Tell me, why the heck is this a good idea? WHY HAVE THAT OPTION if I can just get banned for using it? Its hard enough where almost every game I play theres atleast one toxic member on my team. Sometimes all 4, if they are a premade. I wont know it till im in the game. Then they report me and get the other team to report me as well ebcause they dont like me? Yes I do swear/curse sometimes, but only cause they deserve it. BEING POSITIVE IS NOT POSSIBLE when every game has trolls.

SO, please either GET RID OF THAT OPTION, or allow us not to be reported for not chatting. Or change the way hextech works, because thats the only reason I play anymore.
