Was I wrong?

Question;

If an ADC ragequits after going in level 1 and dying and forces the support player to sell his support item in order to keep up with waveclear that the 2 enemy botlaners are trowing at you is it fair that once the adc returns he should be the one picking up the support item.

Yesterday I had to support an Jhin as Lux, and we were up against an Karma and Zoe botlane. For reasons I still dont understand the Jhin randomly choses to go in level 1 against them and obviously the Karma and Zoe just use all their abilities on Jhin and he dies. Instantly ragequits and forces me to stay in the lane alone. So after a bit I am forced to sell my support items to get me some extra mana and oompf (ap) so I can keep up with their constant pushing while still being a decent amount of an treat considering my root. After a while the Jhin actually logs back into his client and when he logs in instantly starts bitching and moaning at the game in general and me as an support. I tell him to get an support item because he forced me to sell mine because of his raqequit. I then get called an r%%%%% ect. He then spend some time trying to get back in the game but because of tilt and me taking cs he bases and starts dancing in base till the game is over. The last 10-15 minutes were him litteraly just dancing in base.

So, he gets reported but didnt they didnt even punish this behavior. And he first quits the game, then flames and calls me names on multiple occasions after which he just stops playing the game alltogether while still making sure the game doesnt automaticly logs him out.

Am I in the wrong here and an horrible person for trying to get aleast one champion out of botlane lanephase or is he in the wrong for the things hes done?

Because Riot didnt bother to punsih this behaviour so it makes me wonder why and if its actually me who was the problem here. Because now they allowed flaming, negative additude, player herassment and leaving the game/afk..

You don't know if this person got punished, by the way. Reports do work, just look at the boards, but you don't always get notified if yours did something.

You can't do much now, other than forgetting about that upsetting experience.

No, you weren't wrong. Riot has an automated system that often just doesn't pick up bans(it is still one of the better systems). If you are really bothered by this all I would suggest that you try to manually sent in a report at riot support.
