Players taking the report system for granted

Out of all of the matches I have played, I encountered a lot of troll players who just leaves the game or goes afk whenever they feed, or they feel like the game is over (although not really). Their teammates did threaten to report them for their inappropriate behavior, but they do not seem to care. Does the report system have no power at all?

To be honest, I, as a player, can be quite salty for making misplays, bad decisions, or just seeing someone losing their lane and kept dying over and over. But I don't raise my voice or simply report them for fun, I do report them, showing reasons why they should be reported and that they deserve a punishment. However, out of so many players I have reported, only a few were punished. The troll players knew that nothing will ever happen to them because the reports we sent would never touch them. Some are used to seeing warnings but were never scared of getting temporarily banned.

So what can we do to deal with this situation?

When it comes to AFKing or leaving, there actually isn't any reason at all to care about reports because the Leaverbuster system is completely automated. It'll place people in low priority que whether they were reported or not.

it has power, but it has no visibility (people don't see it working). So people think it's not working and think they can get away with stuff.

Riot is aware of this problem and working on a fix. But we won't get it until after the new client is up and running smoothly. Hopefully we get something similar to this.

I feel every time i report for things that should get people banned there is no response. It's not visible so no one takes it seriously. I still have yet to ever see if a ban actually happened for things like people not getting there pick so purposely losing a ranked game. Riot needs to make it visible and let people know they actually deal out punishments. And the only people i have ever heard actually getting banned don't care since they just make another account or are on smurfs and laugh at riots inability to have any repercussion on there actions. I find people laugh at the thought of riot actually banning more then take it as a serious punishment possibility.
