I have noticed how the blocklist doesn't work and find this kind of annoying.

Blocklisting people that are toxic is a method of dealing with toxicity since the times of dota allstars. Muting people that doesn't do anything except spew bile is a key component in making the gameplay experience of MOBAs tolerable.

That's why its i have filed several bug reports on the league client the last 3 years about it but have yet to see a fix.

In case it wasn't abundantly clear: The blocklist has a limit of around 200 names that can be blocked.

Anyone who uses the blocklist would fill it in the first week of gameplay.

What exactly are you asking?

The block list prevents people from contacting you via the client. In-game muting is something completely different. There is a very, very low chance of you ending up in games with the same people, unless you're that dude that queues up .5 seconds again after a team full of toxic asshats. Wait 3 minutes, take a piss or something, it's not a race.

Well let me tell you, I only have many many times played with the exact same persons in this game.

Some persons are just downright toxic and having the option of permanently mute them through the clients chat system is something that is really helpful. Plus I am sure you more than once have encountered toxicity during champion select as well.
