And nothing will prevent them from continuing to enter ranked matches. lol

A one time issue should ban them from ranked? That causes two things - innocent players get punished, and more AFKs in normal.
Neither is acceptable.
Try 8 consecutive games with at least one afk and a few of those with 2 afks. Over a span of 50 games, at least 38 of them had someone afk for over a minute with 23 having permanent afks. :) Riot wants this in their game.
