Way to Report Trolls?

I'm just utterly confused. Had an anivia last game that walled allies out in fights. But because of their help to enemy team, they left her alone... I have a video. Checking the forums seems to come to 2 answers: 1. Tribunal has been in maintenance for years now. 2. Player Support. Which used to have a "Report a Player" section:

EDIT: This person has high win rates on all the champs he plays over 10-20 games on each champ. However, on games where he played anivia in ranked, he got 0% win rate. Over 10 games.

The reason i made this post is because this "Report a Player" is no longer a catergory. Further research lead me to this article, where "Picture of Horse" (A Mod) states:

Reporting a player through the in-game system is the only way to ensure that such a case will face the Tribunal; reports sent to Player Support will not count against a player.

So riot, I have a 1/1/4 Anivia that doesnt really count as intentional feeding. I have a tape of them causing the team to be angry because she is trying to get them killed by walling them out. What can i do?

The tribunal VOTING system is down right the tribunal automated punishment (Player Beahviour) system is up and working.

you have to report her after the game for assisting enemy team ...

How will that work?Toxic players gets banned for 14 days then perma banned while the trolls run around freely. When was the last time someone got punished notably for trolling ? Riot letting machine decide the verdicts who thinks they just having a bad game.

Report her for assisting the enemy team and if you are unsure, just submit a ticket as well w/ the links to whatever evidence you have.

you should send the tape here so that if a rioter sees this they can just watch it first then comment

You should always report negative players using the in-game system at the end of the match. That makes it way easier for Riot to keep track of who was reported when and why.

If you still think its worth it send a ticket to player support with a link to the match in your history and an explanation. I've been told they can move your ticket to a player behavior specialist who will tell you the same thing I did about how you should always use the in game report system when you can, and record the report for you.
