spamming pings is somewhat okay but flaming is not?

Ping spam may be annoying, but it is nothing but a noise and 90% of the time they are being used by players trying to communicate with their team. In my experience most players spamming pings are doing so because their team isn't responding to just 1 ping at a time. I acknowledge that it happens upon occasion that players intentionally use pings to harass a player, but this is exactly why the report system exists and you can always submit a ticket.
Ping spam, even when intentionally used to annoy another player, is never on the same level as flaming. Flaming is going out of your way to berate and insult a player's skill, character, who they are as a person, etc. Personal attacks are obviously way more severe than annoying sound effects.
Both of these things can be muted by another player. But everyone is responsible for their own actions regardless of who started it or how anyone else was behaving. Someone ping spamming you or not has zero influence on you being punished for YOUR behavior. It is never okay to flame another player. Ever. Another player's bad behavior does not justify yours and "they started it" or "they were bad too" doesn't mean you won't be punished.
The problem is spam pinging is rarely even an offense it will just go unnoticed while we will see just the flamer, if you can mute pings you can also mute the flamer. Don't tell me this is not a hypocrisy, spam pinging your team mate tilting them from the start of a game not having a little empathy but as soon as the tilted guy from all your pings loses it (mentaly) starts to flame you, all of a sudden you act like you don't know why and you feel insulted? It's the same as the flame just in a different way, imagine spitting someone in the face but act all confused once he punches you like you don't know why.
Yes but people also have a choice to mute me if they consider me flaming instead of that they'll just report me and all we will see is me flaming and not their spam pinging
Neither are good, and one asshole flaming is easier for the team to ignore than two. When you respond to a troll or flamer, you're escalating the situation considerably, and doing no good for anybody.
I had a Ryze who spammed pings, players' death timers, and items. It was miserable. I didn't say that was annoying until the post game. Then he said "I'm reporting you for being toxic."

I should have asked him to stop during the game, but I think others had already tried/I thought it'd be a waste of time. At any rate, you can ask them to stop, or just mute their pings.

Spamming pings isn't okay. Which is why Riot implemented the ability to mute pings.
Furthermore, "Stop pinging me" is a perfectly valid thing to say. In contrast, "fucking moron" is not appropriate. When you respond and lower yourself to the other player's level, you do indeed become A 'bad guy' in addition to the person ping spamming.
Well pings can sometimes help and muting them can be bad at some moments?
