All i did was includ a link to a suspicious looking account (IMO it's obvious hes a smurf that AFKs 25% of his games) But somehow that is NAMEING AND SHAMING???

This is not an issue of insulting - The boards are simply not the place to start witch hunts against other players. If you are concerned about a player, please report them at the end game report screen or in a support ticket. As the boards are supposed to foster a community of collaborative and constructive discussion, it is prohibited to attempt to shame other players for their actions or behaviors.
If you have any questions, you were referred to the moderation discord in the deletion message, where you can discuss with the moderators or heralds in real time.
Naming and shaming isn't allowed on the boards. If you wish to report someone, please report them at https://support.riotgames.com
It's not a matter of how PG they are, they have a rule and we all need to follow it.
If you want to make an out of game report you do so with a support ticket, not by a post on the boards.
