i love how my account gets banned, then i join up on my new account to get verbally abused. i got banned for 1 act, why dont they.

There are a few possibilities:
- They were banned
- Their harassment was far less than what you did
- It's their first or second offense

That was very vague, if you want to explain your situation a little more clearly we might be able to help you.
This may come as quite a shocker, but if you don't get reported, you can't be punished.
As someone else said, their toxicity is either not as extreme as yours was, or is not as frequent as yours was, or has simply not escalated through the tiers of punishment yet.
It sounds like you were punished for either hate speech or telling someone to kill themselves - which both can cause you to skip punishment tiers. If those were not present in the peoples' logs you're talking about, then they would escalate normally through chat restrictions and temporary suspensions before they're permanently banned.
