Ban-able offense for banning players selection

I witnessed a player who chose a newly released champ pre-ban phase. He was first pick and had a good record with the new champ.

However after he said "please don't ban the character I've chosen"

One of our teammates said "sorry bro" "I Always ban new champs, I'm an asshole but smart."

The conversation quickly turned against the person who decided to outright ban someones pre-ban pick. He continued to try and defend his stance saying, "nope I may be an asshole, but at least I don't play with new champs" We wen't through the entire pick phase and someone dodged the match.

There should be a penalty for someone who refused to cooperate with team pre-game. Basically forcing someones play style. There should be an option to vote on your last ban phase to send an optional report about a player.

No thanks. I have saved too many games by banning Ezreal from my own team.

No. It's their decision what to do with their ban regardless of whether it's a douche-bag move or not. There is literally no way riot can police that.

The ban mechanic is considered by Riot to be higher priority than the pick mechanic. Each individual is expected by Riot to know how to play more than one champion. Riot permits people to ban/pick whoever they want, for whatever reason.

If this were reportable, you would get reported when your team said "ban x ban x ban x" and you didn't ban x. That's "refus[ing] to cooperate with team pre-game". But it's your right, just as banning a teammate's hover is.

there. newly released, thats reason enough to bann him. At least in Rankeds. If someone would bann my pick in a normal he would not only get a report for toxic behaviour, he would also get flamed and shit on the whole match. But then, was it a ranked or was it a simple normal? normals are there to try the new champs. fight poison with poison.
