Name and shame is not allowed on board. A good option is send a ticket to riot.
I've removed the other player's name from your post, because as the others said we do not allow name & shaming on the boards per the Universal Rules, and this is not an appropriate place to report players. The best move would be to use the post-game reporting option for Cheating, and annotate in the description how you determined this.
