Has your ranked Lobby ever been taken over by a troll?

I feel like Riot needs to have a system either to Majority vote someone out of the room, or report someone in lobby or after a canceled lobby. I was playing ranked and I keep running into a situation. Either someone will say they are going to troll in lobby (because they didn't get their role) or for fun. So if they have ban they will ban someone's champion, or do a useless ban, then take someones lane. Now you're in a situation. You can either dodge (which makes more sense because 3 lp versus at least 18 for losing) or you can play it out and be much more likely to lose because it often forces someone into a role they aren't comfortable with and puts the whole team on tilt. If you leave, you take less of a hit but then you risk getting put in a lower priority queue for dodging, plus wait times. Also people just get toxic immediately because there is one person that selfish to screw someone else over. It totally dismantles any chance of teamwork. It stinks that you can have on selfish player or a troll essentially taking the room hostage. The only way to get retribution is report them at the end of the game you probably lost, and there isn't even a option for reporting for it. I've just been noticing it more and more lately and it's probably just a low level ranked thing, but it still obnoxious.
