Literally the first thing in the "Summoners Code" and yet probably the most poorly enforced. All i see is team killers, back stabbers, griefers, and intentionally thrown games all day long.

Riot should just ban people from ranked play. Let them keep their account and all but don't even let them in to ranked when they intentionally throw games.

Banning people from ranked play is a bad idea for several reasons:

Like chat restrictions, toxic players will find other ways to grief people.
Poor play is often indistinguishable from feeding, especially at low skill levels
It presents yet another barrier to ranked, which is already a concern.
Permanently closing off avenues is a bad plan.
