Got An Idea For Riot

Hey Riot Devs, I got an idea that shouldn't be to difficult to do.

You guys should alter the reporting system for "Verbal Abuse" and "Hate Speech", making it so you can only report players for those things, if you mute them in game. Since you guys push for players to mute people then report them, I think the muting aspect should be enforced. Sometimes players who are being toxic get egged on by people who end up reporting them, which doesn't help anybody. You guys should implement a "Necessary Mute" in order to report somebody for being toxic in game. This would only go for those two things thou. so if a player runs it down mid and ints, you wouldn't have to mute them first.
