Fizz and Yassou fed, and then rage quit within seconds of each other... Then Yi, Fiddle and Myself played out the rest of the game as best as we could. We didn't surrender, but why would we have had to wait until 20 minutes? The game was clearly over when they went afk. I have lots of hope but 2 people feeding their lanes then afk? I'm not Faker.
There really should be a decrease from the 20 min limit of about 5 minutes per disconnect/afk
I agree with you I hope those two get permabans. They give people permas for nothing, atleast these two deserve it.

Games "like this" can't be surrendered earlier for the same reason why obvious feeders/trolls "like this" as well as obvious scripters/cheaters/hackers "like this" are not banned immediately. Pointing at something and saying "like this" is a very nice way to explain something to a human, but defining something for a program can take a bit more effort :P
And when something happens very rarely, it might simply not even be worth the effort of trying to define it in the first place. Sure, all of this doesn't really matter to you when these things do happen. But that's simply the way things work.
