why arent afkers being punished?

my team had an afk and we all reported the afk, and never got anything back from the report system saying afker got punished. This has happened more than once.

They do.

You only get the message of your report was the final one, which may not have been the case of this was the person's first offense

No, u wouldnt get message for afkers. Afking is handled by Leaver Buster and gives low priority queue. Afking isnt a serious offense and usually isnt punished unless done all the time.+

That was just a general message on how the system works

Also for reporting 5 reports in one game is = to 1 report in one game?

Yes.

They are punished but not in any meaningful, significant way. The most leaverbuster will do is hand out 5 game 20 minute low priority ques. It doesn't actually ban people like the automated system does for chat.
