Suggestion for an addition to the new changes in champion select

Hello,

I was wondering if this may be a possibility to add to the new champ select. While the new system has solved a lot of problems, there is still the issue of the occasional troll, and you can end up stuck with them all the way from the pick and ban phase through the game. So here's my suggestion. Instead of forcing someone to dodge for the good of the team (which is what these trolls are aiming for), how about a dodge vote/report? During the champion selection period (from pre-select all the way to game start), there be a box that people can check and if the majority of the team checks the box it dodges for the whole group, with either no or a lesser penalty.

Likewise, an ability to report a player during the champ selection would also be valuable. There's a selection of people that are abusing the new system. For example, I had the new equivalent of an instalocker in 6 lobbies in a row. He wanted mid, but was put in the jungle position (i guess his secondary choice), said 'I can only mid'. The first two times I offered to swap spaces with him, but he elected to dodge instead, wasting our time. Yet each new lobby, it was the same five guys. The third time I stopped offering to swap, because he had wasted 14 minutes with his previous dodges, and he said he was going mid anyway as a 'mid support' (selecting champions like zed and talon). Other people dodged for the next three lobbies, and while they didn't end up in the lobby with this guy, I did. And he was always in the jungle position. I gave up and stopped playing for the night because of this (he continually got more toxic each time). There needs to be a way to report these trolls without having to subject ourselves to 20-50 minutes with these people first.

Lastly, and this is a popular request but I'll toss it in. The surrender timer really needs to be effected by the amount of players disconnected. Like knock 2-5 minutes off for each one. It's been a few games now where we're stuck waiting 20 minutes or more in a 3 v 5 and it just doesn't make any sense. Sure it's remotely possible to win them, but it requires the stars aligning and the enemy team being dumber than a sack of bricks. 9.9 times out of ten it just turns into a boring, un-fun slog.
