I know this was not my friend because they are my brother. I know how they act, and how they talk. They don't go looking for free skin links, and then proceed to share them. This whole thing is a joke, and I don't know what can be done. That's the shitty part.

Obviously, this person had zero access to any of our conversations (or maybe they just didn't care) because it would have been easy to make it seem more believable. Anyway, I just needed to rant.

You should report this to Riot through a Support Ticket so they can lock his account and prevent further damage. Preferably your brother should do this, tell him to submit an account recovery ticket and visit the Recovering Your Account and Protecting Your Account articles for more information.

you should also tell your brother that it appears that his account has been compromised.

Tell him to do a virus & malware scan on the computer and change his password.

Ya seems like your friends account got compromised. Depending on how young they are (or how much they want skin but doesn't have the money for it) I wouldn't doubt they probably went to one of those free skin website or downloaded something that had a hidden keylogger within the program.
