Ping Spammers, IFS False Reports and the Black List of False Reporters
First of all: This is a long text, so I am afraid many of you won't probably make it to the end. TL;DR is: I believe that there is a risk that people reporting ping spammers for harassment lose part/all credibility of their future reports.
The long text begins
First some facts which only few people deny (I hope): Fact 1: League has players, who spam enemy missing on their ally who does things they don't like. They might keep spamming him afterwards for a long time, some time even to the end of the match and they might not utter a single word in chat. Fact 2: Some people consider this harassment and report it under that category. Fact 3: Report system FAQ tells us that "players who consistently make false reports against others diminishes the value of that player's report and renders them meaningless." (I call the list of people whose reports Riot considers false as "Black List of False Reporters" and I think that it is a very important part of the IFS to have; false reports must be handled somehow.) [please note that Report weight is a different thing - at least in theory. I will talk about that little later]
Now the question is: Can Instant Feedback System (IFS) detect pings and does it use that information for determining if someone is harassing someone else? If it cannot, there is a big risk that the harassment reports for ping spamming count as false reports and thus the people writing such reports end up on the Black List of False Reporters, which reduces/nullifies the effect of that person's further reports. Those persons are (imo) good non-trolly players who try to use the tools Riot has provided us to get the harasser punished. If the system works as I believe and cannot detect pings, we potentially have lots of people who are on that Black List for faulty functionality of the reporting system.
Riot, can the IFS detect pings and does it use it as a variable when determining if someone is a harasser or not? Has this resulted in having people go to the Black List who do not belong there?
My claim that Report Weight is different from Black List of False Reports comes from the following. Fact 4: Riot Tantram tells us that report weight does not exist. "2- No, there are no report 'weights' anymore."
For a long while I have considered that the FAQ mentioned as Fact 3 is wrong and I even had a thread in which I tried to get Riot fix their FAQ and I was answered by one of Riot's volunteer workers, who told me that the FAQ was most likely wrong and he would try to get Riot fix it. The fixing has not happened and about three weeks have passed. That is plenty of time to fix one sentence from a web page.
Since there has been no fix and no further response in the thread, I began to suspect that maybe the FAQ was talking about something else than report weight. The only other thing I have managed to link it is what i call the Black List of False Reporters. The existence of that list is not a secret. It was told to us over two years ago and I don't think it is a bad thing to have - quite opposite. It is told here "We can detect false reports, filter them out, and decrease the effectiveness of future reports from consistently dishonest players."
So even thought there is no report weight to reduce the effect of reporting bad people a lot, there is a system to reduce and/or nullify the meaning of reports from those people, whom IFS considers false reporters "Black List of False Reporters" and thus we return to the question: Does IFS detect pings and use that information in determining if someone is harassing someone else. If not, does it punish the people using Harassment category reoprts by putting them wrongly to the Black List?
