What's the point of reports?

Misleading title slightly, but i just played with a platinum 5 player in aram and they were toxic towards me in a sense that the IFS (instant feedback system) probably wouldn't pick up due to non-negative speaking i.e. no cursing. That being said, their duo was toxic as well telling me "rekt" and stuff constantly, then the original player whom i wanted reported just told me that i'm illiterate and deserve to uninstall the game.

What is the point of reporting someone when i'm fairly sure they won't be punished when they deserve to be?

The point of this post is for me to gain knowledge or a new perspective, not to spread hate. Please respond accordingly :(

Well the IFS is a learning system where if a ton of players report for a certain behavior, they will recognize that the behavior is not welcomed by the majority of the community and it will become punishable. The examples you gave are definitely already punishable. But just because you report someone, doesn't mean they're going to get punished, even if it was a punishable offense. They may be acting out of character and not consistently toxic enough to warrant a punishment yet. But your report is still adding to their behavioral history, and subsequent reports may result in a punishment. So even if your report doesn't get them punished, you're still contributing to the status of their account.

You can't expect players to be banned from one game unless they went against the zero-tolerance policy. Even then sometimes they don't punished or we don't get a notice for it. Players do have a bad game or two, but if they continue their path of toxicity they'll be flagged for due punishment. Your reports do count. Because that report will stick on them and as more reports come along against that player, they'll be punished.

So a common misconception is people have to cuss for it to be reportable. That isn't the case. In fact the system gives no fucks if you cuss like a bitch who just stepped in a damn pile of shit barefoot.

What it does care about is harassment. Here are some examples: "Fuck that ability hurts." Okay! "The character of Jinx is a psycho bitch." Okay If you are a Fiddle about to ult in. "Caw caw motherfuckers!" Okay! "This Jinx is a fucking bitch" NOT Okay. "Fuck, you suck dick." NOT Okay.

So if they had said "you are illiterate and deserve to uninstall the game" then yes, that actually deserves a report. Someone else in game may have even reported it.

Now, before we continue why let me go ahead and say this. DO NOT ASK OTHER PEOPLE TO REPORT SOMEONE!!! This is actually considered a light form or harassment and it isn't needed. The way the IFS works is if a single person reports someone, then the game is flagged for the system to review. (for what was reported. If they harass/flame, don't report for afk). You can select up to 3 things to report for and include text to describe what happened (helpful if a manual review happens).

Why your report matters! I won't lie and say reporting that person would guarantee a punishment for this instance. However, it would contribute to an eventual punishment for them.

Someone is lying to get others to report me! Help! It is okay, don't worry about popping in chat and going "Nuh uh! They are calling me (insert whatever)". Mute them and report then after the game. If you don't fo anything wrong, the reports on you will be thrown out.

Should I just Report everyone I meet then since false reports get thrown out? You can, but I don't feel you should. Please keep an open mind about some things. Someone could simply be having a bad game. If they don't stop, then go ahead.

"I'm going to report you!" Don't tell people this. It can be taken as a threat or harassment. If they are causing a verbal problem, mute; pinging too much, mute; ignore them and just report after game.

Every game someone is reported, the system checks for toxicity and grades it. 0= no toxicity and 100 is like to use of hate speech. When their toxicity grade reaches 100, they will be punished.

Right now, the system doesn't have the greatest visibility. It gives you a punishment notification when that game you reported them in is shown in the reform card, if it's not in there, no notification for you. But rest assured, if they were toxic then you report will be part of the punishment.

Next comes the question of what is toxicity, and the community definition is "the act of harassing and insulting others". He did harass you, even if there were no swear words, so it'll still doing his account.

Btw, people get the same grade regardless of how many people report them, and remember that false reports will give them a 0 grade. Which means that it's pointless to ask for reports, as one report is good enough to assign a grade to other people.
