From the Universal Rules:

Do not post content advocating or soliciting violations of the Terms of Use, Summoner’s Code, or Board Rules. Players encouraging this sort of behavior will be punished as if they had engaged in it themselves.

This is clearly an attempt to instruct other players on ways to harass other players that the system isn't as capable of catching, and, as such, is definitely not allowed.

Using excessive pings to harass people is against the rules, like any form of distracting spam or flaming.

that isnt using pings to communicate with your team, thats just being an ass and hiding behind pings.

pings are meant to convey actual information not to be a secondary way for you to insult your team.

lowkey i actually cant tell you how many times ive pinged an enemy's bounty and my allies assumed i was flaming them.
