From the Terms of Use (section 5.1):
The following are examples of behavior that warrant disciplinary measures:
xi. Selecting a Summoner name that is falsely indicative of an association with Riot Games, contains personally identifying information, or that is offensive, defamatory, vulgar, obscene, sexually explicit, racially, ethnically, or otherwise objectionable.
Given the slang usage of the word "balls" has a strong sexual connotation and the fact that, from the context, I doubt you meant "Fanny Ho enjoys spherical fabric or rubber objects designed primarily for sports and/or leisure," I can see why Riot may have done something about the name in question.
If you disagree you are welcome to submit a ticket to Riot Support to plead your case, but I wouldn't expect great results in this particular instance.
That said, are you sure it's not just a ban until the account name is changed? Or was this a name you changed to recently? I could see a name-change to an inappropriate name causing an issue on an account with existing punishments, but I can't say I've ever heard of it before.
You shouldn't be permabanned for an inappropriate name, they should force a name change on you.

I don't know, I was banned too. But for flaming my team 3 times and inting not for my name yet*[draven-pose]*
