Tribunal ban system

Riot I want to know why you do not ever punish people who afk in fountain but don't quit the game.

What reason does anyone have to stop making ANY attempt to win but you guys don't even punish?

If that's the case just let me ask all my games because you never punish as long as the game stays running.
