start giving out leaver buster more

ive had multiple people DC'ing and than coming back and us losing the game for no reason other than it was a 4v5 and them coming back to make it even worse and then riot loves to say "just report that player and let the system do its job" but the system doesnt fucking work cause obviously people are still doing it and riot continues to do nothing about it and give players no real option of getting these players off of the rift. Other than sitting their hoping that the troll friendly riot decides to actualyl get up out of their chairs for once and do something about bullshit like feeders and afker's
