Hello, I just had a question. Do players that are reported always get punished? I have received punishments up to 14 day bans for saying things like "you're silver, you don't know what you're talking about" and things of the sort. Right after those games I was punished with mutes and bans which is kind of sad since it's not even toxic. I recently reported a thresh who said "lets rape these nig__rs" and got no instant feedback. Why if he wasn't punished for saying something like that do I get punished for talking about people's ranks?

No, it takes more then just one report to get banned, it takes more then one report to even be punished.

Doubt it was just that.

It isn't instant.

Here is how the system works:

Receive a report
Checks the game for harassments / insults within its context
Grades the game for toxicty, where 0=no toxicity and 100= used hate speech
Stores the grade within the players behavioral history. If player reached 100, he will get punished.
Repeat step 1 for any additional reports within that game.

So people can be punished in 1 game, but it has to be pretty severe toxicity.

While not confirmed, I feel that there is a difference in report types. If you report for hate speech, you'll get different results than just reporting for harassment.
