So because I leave one aram game that was in the process of being ended, i have to sit through a 20+ minute queue for several games. Seriously riot?

Leavebuster starts with a 5 minute LPQ. You have to have had that already to encounter a 20 minute LPQ.
Stop leaving games, afking, or dodging so often.
It doesn't use context, so the state of the game doesn't matter. I got Leaverbusted once for leaving a Twisted Treeline game where I was the only human player in the game.
No, because you have a pattern of leaving games repeatedly over a decent period of time, you have to sit through a LPQ.
You don't get LeaverBustered for one game. It's possible with as few as 2 games, but it's a pattern over time, and I'm pretty sure Riot has stated that there has never been an invalid LeaverBuster penalty applied.
You don't get leaver buster for one game, this isn't your first time leaving games within a certain time. Also i believe that leaver buster applies to any match making game
