exploiting the broken system and every one knows it

it has come very clear to me that a toxic player dos do not care if he has to keep making accounts. they just buy cheaply stolen accounts to troll with or script on . to combat this there should be a last resort of IP ban in place. but here are a few suggestions anyone has

players doing ranked should be demoted or summoner level lowered or both that are being detected for bad behavior on that note some times it's the victim of bad behavior that gets punished that has its own set of problems more on later.

unranked games should follow the same punishment.

now for the exploit of vote system that is sadly exploited and everyone agrees and dos it before a game ends a targeted player bye group of players decide that this player will be reported with vote system ether this player is a victim of abuse or the punishment is justifiable in most case this is players just get reported and everyone dos it just causes they don't like someone for whatever reason.

riot needs to highly consider making it harder for players to exploit this. players with a history of bad behavior vote should not even count I know this is the case and what is happening cause myself self have had a few accounts banned let me explain.

so Example overtime I find my self losing my temper to other players' behavior toward me and then I have let the bad behavior community won and I say the wrong thing and result in me being banned. to combat this riot would need to overview reply the ai system can not detect falsely reported players. the end result I violated the rules instead of muting players trigging me
