This player seriously ruined so many players' games including one of my game. Yet he is still out there free to do what he pleased.....

Really? People supporting people like this rengar just rage quits whenever he feels like and not getting punished severely? Wow.....no wonder this community is getting bad....
it might be that they're buying the items at the very end of the game while in the fountain so if they played normally up until the very last few seconds, it's not punishable. Id say go look at the games and look at when they bought everything.
