Is it punishable to use macros for spamming in chat ?

In one game the enemy team Garen (was using prob macros ,not sure,) to type one text really fast . So is it reportable ?

Idk about the macro, but I would guess spamming anything in chat enough is punishable.

No, excessive spamming is disruptive and punishable whether it's done by a macro or not. Macroing a chat message is in itself not punishable, but the content or how you use it might be.

If you spam anything too much and the other players are finding it disruptive to the game, yes you could be punished. Saying "potato" a few times isn't going to get you banned or anything, but if you're doing it excessively and have other negative behaviors going on it can contribute to being punished.
