Questions regarding the new honor system

A) Can the enemy team not honor you? The video made it seem like it was only for teammates.

B) Why are you allowing premades to just honor each other for the flare stuff and rewards? Seems dumb.

C) Do you go down for consistently getting reported, or just for getting punished? Because there are A LOT of players that I would dishonored (for things like AFK and intentionally feeding), but those things never result in real punishments. So they can potentially have honor level 5 while at the same time being a shitty teammate? Seems like it kind of defeats the purpose of the system.
